This is a relative about whom I know very little. In fact, I’m not sure which of two persons of this name is shown here. He could be the one who lived from 1839 to 1859, and was one of the children of John Welsh, the Minister to England, who lived from 1805 to 1886. If so, he was a brother of Alice Welsh Strawbridge, the mother of my grandmother, Mary Lowber Strawbridge, who married Dr. Joseph Sailer. However, there was another Edward Lowber Welsh who lived from 1866 to 1935, and this picture could be of him instead. If anyone knows which is correct, please let me know.
